Hamad International (DOH) is a major hub with a strong network across Europe, Asia, Africa and the Americas. Visa-free or on-arrival entry for a wide range of nationalities.
Humberto Delgado (LIS) has strong European coverage plus Americas and Africa links; the airport is unusually close to the city.

Good quality and value, but capacity is the constraint in peak weeks.

Short transfers, a functioning metro and light traffic by regional standards. One of the easier Gulf cities to move a group around.
