The honest version
Baku works because it is close to the Gulf, Türkiye and Russia, visually distinctive, and still unfamiliar to most corporate audiences — which is exactly what an incentive programme wants. Venue and hotel quality is good, and costs sit well below western Europe.
It suits mid-scale programmes. Very large events stretch the supply chain, and it pays to keep the group in one hotel cluster.

Heydar Aliyev International (GYD) has strong Gulf, Turkish, Russian and European connections. E-visa is straightforward for most nationalities.
Hotels and capacity
Good five-star inventory concentrated near the boulevard and the old city.
Ground and distance
Short transfers, light traffic by regional standards, and a compact usable centre.
Season and calendar
May to June and September to October are best. The Formula 1 street circuit weekend closes much of the centre.
