Access and airlift
Kempegowda International (BLR) has strong domestic coverage and a growing long-haul network to Europe, the Gulf and South East Asia. Allow properly for the airport transfer in both directions.
Humberto Delgado (LIS) has strong European coverage plus Americas and Africa links; the airport is unusually close to the city.
Hotels
Excellent five-star stock, but spread across three or four distinct clusters. Pick the cluster that matches the venue before you compare rates.
Good quality and value, but capacity is the constraint in peak weeks.
Ground
Traffic is the constraint. The metro helps on some corridors and not others. Plan arrival waves and never schedule a hard call time against a cross-city transfer.
Short transfers and an easy city to move around. Hills and narrow old-town streets restrict coach access in places.
Season
The climate is the most comfortable of any large Indian city and works year-round. October to February is best; the monsoon from June to September affects transfers more than content.
April to June and September to October are best. Major congress weeks remove hotel availability entirely.

Watch out for
- Airport to city can exceed two hours at peak — plan waves
- Plenary capacity above about 3,000 is limited in the city itself
- Hotel clusters are far apart; mixing them fragments the programme
- BIEC is out toward the airport, which flips the usual hotel logic
- Hotel capacity is the binding constraint — book blocks very early
- Old-town venues have real access and load-in limits
- Peak-week rates rise steeply
- Estoril and Cascais add transfer time that is easy to underestimate
