Two cities, side by side,on the things that actually decide it.
Not weather and photographs. Airlift for your delegate origins, hotel capacity under one roof, transfer times at the real arrival hour, the season, and the local calendar constraint nobody mentions until you have signed.

Access and airlift
Dubai International (DXB) is one of the world’s busiest international hubs with non-stop service from most major markets; Al Maktoum (DWC) serves the southern side. Visa on arrival or e-visa for many nationalities, with clear processes for the rest.
Humberto Delgado (LIS) has strong European coverage plus Americas and Africa links; the airport is unusually close to the city.
Hotels
Very deep inventory across every category, with genuine capacity for blocks of several hundred rooms in one property. Rates swing hard by season — the same room can double between August and February.
Good quality and value, but capacity is the constraint in peak weeks.
Ground
Well-organised coach and limousine operators, short transfer times outside peak traffic, and a metro that works for smaller groups. Allow generously for the 17:00–20:00 window on Sheikh Zayed Road.
Short transfers and an easy city to move around. Hills and narrow old-town streets restrict coach access in places.
Season
October to April is the working season and books out early. May to September is hot enough to reshape a programme, but rates fall sharply and indoor events run perfectly well.
April to June and September to October are best. Major congress weeks remove hotel availability entirely.
Best for
International conferences and conventions · Trade exhibitions and country pavilions · Dealer meets and channel conventions · Product launches and brand showcases · Incentive programmes with a city-and-desert mix
Association and scientific congresses · Technology conferences · Incentive programmes and offsites · European sales and partner meetings
Principal venues
Dubai World Trade Centre · Expo City Dubai · Madinat Jumeirah Conference Centre · Coca-Cola Arena · Atlantis The Palm · Address and Jumeirah ballrooms
Centro de Congressos de Lisboa · FIL — Feira Internacional de Lisboa · Altice Arena · Estoril Congress Center · Palácio and quinta venues in Sintra and Cascais
Watch out for
Peak-season venue and hotel availability disappears 6–9 months out · Ramadan dates move each year and change catering and licensing · Alcohol licensing varies by venue — confirm before promising a reception · Friday and public holiday scheduling affects supplier availability
Hotel capacity is the binding constraint — book blocks very early · Old-town venues have real access and load-in limits · Peak-week rates rise steeply · Estoril and Cascais add transfer time that is easy to underestimate
